Notice of Public Hearing

Cheboygan County will hold a public hearing to receive citizen input regarding the proposed use of Program Income funds generated through housing activities funded by the Michigan State Housing Development Authority (MSHDA).

Cheboygan County will hold a public hearing to receive citizen input regarding the proposed use of Program Income funds generated through housing activities funded by the Michigan State Housing Development Authority (MSHDA). The purpose of this public hearing is to provide the public with the opportunity to review and comment on Cheboygan County’s proposed use of Program Income funds, including funds available in excess of $35,000, which may be used at the County’s discretion in accordance with applicable MSHDA guidelines. Program Income funds are typically generated through repayments of prior housing assistance loans and are intended to support eligible housing activities, including, but not limited to, housing rehabilitation and emergency home repairs.

At this time, Cheboygan County proposes to allocate approximately $54,638.90 in Program Income funds toward emergency home repair activities, which are expected to primarily benefit low- and moderate-income (LMI) households. These funds will be used to assist eligible low- and moderate-income (LMI) households, in compliance with MSHDA and CDBG requirements.

Cheboygan County does not anticipate that activities funded with Program Income will result in the displacement of any persons. In the event displacement becomes necessary, the County will comply with all applicable federal and state requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), and will ensure that any displaced persons are provided with appropriate relocation assistance and benefits.

Cheboygan County has successfully administered prior Community Development Block Grant (CDBG) housing programs funded by the State of Michigan, including housing rehabilitation and emergency repair activities. These programs were carried out in compliance with applicable MSHDA and CDBG requirements and benefited eligible low- and moderate-income households.

A description of the proposed use of funds is available for public review at the Cheboygan County Planning & Zoning Department, 870 South Main Street, Room 103, Cheboygan, Michigan, during regular business hours, or by request.

All residents are encouraged to attend and provide comment. Special effort will be made to ensure that low- and moderate-income persons have an opportunity to participate.
