Melissa Goodrich, Prosecuting Attorney

I joined the Cheboygan County Prosecutor’s office in September 2016 as an Assistant Prosecutor. I am also the 53rd Circuit Court representative for Cheboygan and Presque Isle Counties for the State Bar of Michigan Representative Assembly. I am a member of the Child Protection Mediation Program Steering Committee, and a member of the Michigan Fraternal Order of Police Lodge #122. I have been practicing law since 2003 in various capacities including private practice in Cheboygan for approximately 10 years, as an assistant prosecutor for Presque Isle County and Montmorency County, and previously an adjunct professor for North Central Michigan College. I am licensed to practice in the State of Michigan and previously appeared in the United States District Court Western District of Michigan, Sault Ste Marie Tribe of Chippewa Indians Tribal Court and Saginaw Chippewa Tribal Court, and completed the Legal Advocacy Program at the National Advocacy Center. I earned my Juris Doctorate Degree from Thomas M. Cooley Law School, cum laude, in 2002. While at law school, I was Editor in Chief of the law school newspaper, Law Student Section Chair of the State Bar of Michigan, served on the Moot Court Board, and participated in the Pace University National Environmental Law Moot Court Competition. Before that, I earned my Bachelor of Science degree from Northern Michigan University in 1997.
Anthony Juillet, Chief Assistant Prosecuting Attorney

I was born and raised in Cheboygan. I joined the Cheboygan County Prosecutor’s Office in January, 2023. I began my legal career in June of 2020 as an Assistant Prosecutor in Crawford County, Michigan. I graduated from Cheboygan High School in 2012. I later earned my Bachelor’s Degree from Lake Superior State University in 2016. I graduated from the Thomas M. Cooley Law School cum laude in 2019. While in law school, I clerked for a private law firm in Mason, Michigan and served as an Associate Editor of the Thomas M. Cooley Law Review.
Susan M. Dillon, Assistant Prosecuting Attorney

Joining the Cheboygan County Prosecutor’s Office in June 2025 provided me the opportunity to work and live in the county I grew up in. Growing up in Indian River, I graduated from Inland Lakes High School. Upon graduation I went to Western Michigan University and earned a Bachelor’s of Business Administration degree with a major in Finance and a minor in Accounting. After working several years in the supply chain arena, I returned to school studying at the Loyola University Chicago School of Law. Upon graduating from Law School in 2006 I started as an Assistant State’s Attorney for Stephenson County, Illinois prosecuting primarily juvenile delinquency and child abuse/neglect cases. After a few years I took a job with a private law firm, Barrick, Switzer, Long, Balsley, and Van Evera, LLP in Rockford, Illinois. In addition to a robust family law and probate practice, I was an Assistant City Attorney for five local municipalities prosecuting OWI and local ordinance cases. After several years in Illinois, it was time to return home to Michigan. I accepted a position with the Wayne County Prosecutor’s Office where I spent 7 years as an Assistant Prosecutor in the Special Victim’s Unit. The majority of those years I was specifically assigned to Sexual Assault Kit Task Force focused on investigating and prosecuting cases involving roughly 11,341 untested rape kits. Northern Michigan was always a target for me and in 2023, I accepted the position of Chief Assistant Prosecuting Attorney for Roscommon County where I prosecuted felony matters. Learning that Cheboygan County had an opening for an Assistant Prosecutor was music to my ears and I jumped at the opportunity to return home to continue my career. In addition to being a member of the State Bar of Michigan, I am also an active member of the Standing Committee on Criminal Jurisprudence and Practice.
